I do not think anyone outside the two governments actually knows the answer to your question, but I know that there are always long negotiations between the countries on visas and special agreements must be signed before the visas are made available. Singapore probably has less stringent requirements than Australia related to their likelihood of visa overstayers and actions to be undertaken when / if this occurs.

I was looking through the list of countries eligible for a working holiday visa in Australia and unfortunately was struck by the fact that Singapore is not part of the eligible countries. I did a check on the Singapore MOM and found that the ozzies to work and vacation, but we are not here? This kind of bias in my opinion, as other Asian countries like Taiwan and HKSAR get privillege. Who knows why?
